Manager Government Procurement (Compliance) – U70WOR03506V
Primary purpose of the role
Accountable for management and oversight of the Company’s U.S. Federal Government (“Government”) Contracting and Compliance Program. Assists the Deputy Compliance Officer on all aspects of Government Compliance including regularly analyzing the Company’s Government compliance risks.
Key accountability areas
• Provides guidance and leadership to Government contracts compliance personnel.
• Responsible for defining and assessing risks associated with Government contracts and government procurement laws and regulations including such issues as gifts and entertainment, billing, procurement and record keeping.
• Review and analyze Requests for Proposals (RFP’s) to determine applicability of potential government involvement and advise focal point on issues.
• Review contract awards to ensure identification of government specific requirements.
• Conduct post-award conferences and assist in the development of Standard Operating Procedures (SOP’s).
• Monitors government contract policies and procedures to ensure that they are in compliance with current FAR (Federal Acquisition Regulations).
• Responsible for preparing and providing training programs and assistance regarding Government contracts compliance.
• Assists with development and implementation of sound and compliant business contracts with governmental entities and contractors.
• Demonstrates value-added impact to business units by extracting information as needed, recommending actions to mitigate risk and proactively resolving government compliance issues.
• Supports the Deputy Compliance Officer in ensuring compliance with Government contracts and Government procurement laws and regulations.
• Conducts annual performance reviews for direct reports.
• Addresses all employee performance problems promptly and directly in accordance with personnel policies of the Company.
• Performs other duties as assigned.
Education
• Bachelors degree
Experience
• Minimum four years experience in Government contracts compliance.
• Minimum four years experience in Government transportation, logistics or distribution operations.
• Level I Department of Defense (DOD) Acquisition Certification.
• Level II Department of Defense (DOD) Acquisition Certification.Specialist Knowledge & Skills
• Working knowledge of Governmental regulatory agencies.
• Demonstrated understanding and experience working with laws and regulations applicable to federal contracting activities, including the Federal Acquisition Regulations (FAR’s), Cost Principles and Cost Accounting Standards.
• Demonstrated success in negotiations with federal contracting officers.
• Knowledge of commercial contract requirements.
• Thorough knowledge of transportation carrier relations and performance management.
• Excellent written and oral communication skills and the ability to persuade, influence, negotiate and make formal presentations in meetings and training environments.
• Ability to identify and understand issues, problems and opportunities, comparing data from different sources to draw conclusions.
• Ability to analyze complex problems and develop alternative solutions.
• Ability to plan, organize and manage multiple projects and set priorities.

Job Description:
Position serves as a Senior Level Subcontract Administrator responsible for supporting the Assurance Engineering Operation (AEO) of the Science and Systems Engineering Solutions (SSES) Business Unit located in Houston, TX. (It is intended that this position will operate out of the Clear Lake, TX office, however, strong candidates willing to work out of SAICs offices in McLean, Va., San Diego, Ca. or Albuquerque, NM will also be considered).
In this position, the Senior Subcontracts Administrator (Sr. SCA) develops, negotiates and administers subcontract agreements and acquisition aspects in new business proposals of mid-high dollar value, risk, creativity and complexity. Creates subcontract solicitations from customer solicitations after analyzing which requirements flow down from the prime. Analyzes and estimates costs and negotiates terms and conditions, specifications/statement of work, price, date of delivery and other contractual and licensing provisions with subcontractors.
The successful candidate must have experience with various cost and price analysis techniques and be comfortable conducting negotiations with all levels of subcontractor management. Tracks subcontractor performance and notifies line and functional management of performance issues. Acts as staff expert for company practices and policies and governing customer acquisition requirements for all procurement acquisition contract activities. Will provide advice and counsel to program/project managers and less experienced procurement staff, and will act as primary interface between program managers for subcontract issues. Will be the procurement lead in all new business proposals. Assist in the development and the implementation of long and short-range strategies to accomplish business unit objectives. Designs, develops and employs long range plans and strategies for risk mitigation to ensure there is no significant impact on program costs or schedule. Most decisions cover both routine and non-routine matters, which do not require management review. Employee has latitude to make moderate adjustments commensurate with area of responsibility. Must be able to handle multiple tasks simultaneously.
Education/Required Skills:
Requires Bachelors degree from an accredited college or university, preferably in Business Administration or related field. A minimum of 6-8 years of senior level experience in subcontract administration. Experience should demonstrate a thorough understanding of Federal Subcontract administration. Knowledge of Federal Acquisition Regulations, prime contract flow-downs, cost reimbursement subcontracts, time and material subcontracts, fixed price subcontracts, and performance based subcontracting . Excellent communication skills required and the ability to work with sensitive customers to achieve program success. Proficient in word processing, electronic spreadsheet, data systems, analysis techniques, Deltek Costpoint and workstation tools.
Desired Skills: Knowledge of NASA and FAA contracting a plus.
Relocation assistance is available for this position.
